First UN Human Rights Council Resolution on Sexual Orientation and Gender Identity
South Africa, co-sponsored by Brazil and 39 other states, led the passage of the first-ever United Nations resolution addressing human rights, sexual orientation, and gender identity at the Human Rights Council. The resolution passed 23–19 with 3 abstentions, and called on the UN High Commissioner for Human Rights to document discriminatory laws, practices, and violence worldwide based on sexual orientation and gender identity. It was a landmark moment in LGBTQ+ advocacy at the highest level of international governance.
Impact & Significance
The resolution broke new ground at the UN, establishing LGBTQ+ rights as a legitimate subject of international human rights scrutiny. It led to the creation of a dedicated UN Independent Expert on SOGI in 2016, whose mandate has been renewed three times since.
