IOC Adopts First Guidelines Allowing Transgender Athletes to Compete
Legal International Trans
Following a committee meeting in Stockholm in October 2003, the IOC adopted the 'Stockholm Consensus', permitting transgender women to compete in the female category provided they had completed genital surgery, undergone at least two years of hormone therapy, and legally changed their gender. No openly transgender athletes competed at the Olympics under these rules until 2021.

Established the first formal framework for transgender Olympic participation, though the stringent surgical requirements were criticised as exclusionary.
